What the eight claim status steps mean, and why yours went backwards
The claim tracker is not a progress bar. Here is what each of the eight steps actually is, and why a claim dropping from step five to step three is usually routine.

The claim status tool shows eight steps for a disability claim. People read it as a progress bar, watch it stall, and then watch it move backwards. Neither of those means what it looks like.
The eight steps
- Claim received. It is in the system.
- Initial review. Basic details are checked: your name, your Social Security number, whether the claim is complete enough to work.
- Evidence gathering. The VA collects what it needs: your submissions, records requested from providers, VA records, and any claim exam.
- Evidence review. Everything gathered is read.
- Rating. A rater decides the claim and determines the percentage.
- Preparing decision letter. The letter is written, with the rating and the payment detail.
- Final review. A senior reviewer checks the claim and the letter.
- Claim decided. The letter is available to download, and a mailed copy follows within about ten business days.
Claims that are not disability compensation claims use a shorter five-step version, which is why a friend's tracker may not look like yours.
Why it goes backwards
If more evidence is needed or arrives after step three, the claim returns to step three. That is the system working as designed, not a reset.
The usual causes are ordinary: a claim exam was ordered or re-ordered, a records request came back and has to be worked, or you submitted something new. A claim that drops from five to three has not lost its place in a queue.
Why it sits still
Most long stalls are at step three, and most of those are waiting on records from somewhere else. A request to a private provider goes out through a contractor, and from the outside a request nobody has actioned looks exactly like one that is simply slow.
If you are stuck at step three for a long stretch, the useful question is not "where am I in the queue" but "what is being waited on, and can I supply it myself". You are allowed to obtain and submit the same records the VA is waiting for.
What the tracker will not tell you
It does not show how strong your evidence is, which is the thing that actually decides the outcome. That is worth knowing before step five, not after.
Your claim workspace here scores each condition on the evidence you have and names what is missing, so the waiting is at least informed.
